Governor’s Council on Physical Fitness, Health and Sports

EXEMPLARY PHYSICAL EDUCATION AWARDS
Level 8 Renewal Procedure

To remain current in the Governor’s Council on Physical Fitness, Health and Sports Exemplary Physical Education Awards program at the highest level of recognition (Level 8), previous recipients of the Level 8 award may renew their Level 8 status using the following procedure.

A. When to renew

1. Renew within four years of the year in which Level 8 was awarded or within four years of the year previous renewals were

awarded.

For example, if a successful application is submitted for the 2003-2004 school year by the application deadline of June 1,

2004, the renewal for Level 8 would be submitted no later than the 2007-2008 deadline of June 1, 2008.

2. If the original Level 8 award, or most recent previous renewal, was received more than four years prior to an application for

Level 8 renewal, the applicant will provide a narrative description of the current physical education program, including curriculum objectives in the four content domains, benchmarks, scope and sequence, sample lessons and evidence that Level 4 implementation has been maintained. The description of the current program will be reviewed by the Exemplary Physical Education Awards Review Panel and additional evidence that the district continues to meet Level 3 and 4 criteria may be required.

B. How to renew

1. Submit an addendum to the original Level 8 application that includes the following:
    a. Verification that at least 50% of teachers in the district continue to implement at least 50% of the core curriculum¥.
• Signed statements from teachers who participated in the original Level 8 application, or prior renewals, that they are currently         teaching at least 50% of the curriculum.
• Completion of Level 4 implementation forms by new teachers.
• Completion of Level 4 implementation forms by teachers who did not meet the 50% implementation requirement in the original          application or the prior renewal.
    b. Description of the procedure used to randomly select four objectives from each of the four content domain areas, at both

          elementary and secondary levels.
    c. Description of the sampling of teachers and students.
    d. Description of the evaluation design.
    e. Description of the measures with sufficient detail and explanation of validity and reliability.
    f.  Description of appropriate statistical analysis.
    g. Evidence of student learning as a result of instructional intervention, reported by objective, with statistical significance and

         education importance noted.

2. Use the Level 8 application Outline and Review Panel Score Sheet for a detailed description of a-g above.

C. Where to renew

1. Contact the Governor’s Council on Physical Fitness office.

2. Request the Level 8 Renewal application.

3. Submit the
• completed renewal application
• one copy of the original Level 8 report
• one copy of all prior renewal addendums
• three copies of the addendum accompanying the current renewal application.

4. Submit the materials by the deadline on the application.

D. Renewal review

1. Level 8 Renewals will be reviewed using the Level 8 Review Panel Score Sheet. Items not required as part of the renewal process will not be scored. Successful renewals will achieve a minimum of 85% of possible points for required items.

2. The Exemplary Physical Education Award Review Panel meets in June and/or July following the application deadline. Applicants are informed in July or August of the outcome of the renewal application.

E. Renewal award

1. Successful Level 8 renewal applicants will be presented with an award at the annual Governor’s Council on Physical Fitness, Health and Sports Awards event, in recognition of their continued success in achieving high levels of program effectiveness. Those districts that remain current in the program will also be recognized in press releases and announcements sent to elected officials.

¥ This is the Level 4 requirement and should not be confused with the requirement that 80% of teachers teaching the randomly selected objectives in the renewal study must show effectiveness in order to meet Level 8 criteria.)

Applicants should exclude from the first renewal application those objectives used to demonstrate effectiveness in the original Level 8 application. If there are extenuating circumstances that prevent this exclusion, applicants should contact the Governor’s Council, explain the circumstances, and obtain approval.
